<p> 2017年1月8日，习近平总书记在中国共产党第十八届中央纪律检查委员会第七次全体会议重要讲话中指出，“要严肃查处群众身边的不正之风和腐败问题。”古语云：“官怠于宦成，病加于小愈，祸生于懈惰。”如果疾病没有彻底痊愈就停止治疗，便会前功尽弃。反腐败斗争也是如此。结合实际，预防和彻底解决群众身边的不正之风和腐败问题，要从党员干部、党组织、纪检监察机关三方面着手，心往一处想，劲往一处使，共同营造风清气正的良好政治生态格局。</p>
<p> 以加强纪律规矩教育为重点，全力推动廉洁自律</p>
<p> 1、要自觉增强“四个意识”。“四个意识”为广大税务干部修身做人、谋事创业提供了重要遵循。想要打造一支过硬的税务铁军队伍，必须增强“四个意识”。</p>
<p> 2、自觉接受多方监督。“距谏者塞，专己者孤。”能不能正确对待、自觉接受党和人民监督，是衡量领导干部党性修养水平的一个重要尺度。因此，每一名税务干部都要以身作则，带头践行廉洁自律规范、增强党章党规党纪意识，坚持理想信念宗旨高标准，严守纪律底线，要正确对待监督，自觉接受监督。</p>
<p> 以加强党内监督严管为抓手，全面推进从严治党</p>
<p> 1、严管即是厚爱，加强党内监督。习近平总书记指出，对我们党来说，外部监督是必要的，但从根本上讲，还在于强化自身监督，要更多地依靠党内监督来进行自我调节、自我净化、自我纠错、自我完善。</p>
<p> 2、舍去即是得到，加大惩治力度。税务系统各级党组织要始终保持高压态势，坚持以零容忍态度惩治腐败，“老虎”、“苍蝇”一起打，着力扎紧制度的笼子，进而有效遏制腐败蔓延势头。</p>
<p> 以加强监督执纪问责为突破，全心推展主责主业</p>
<p> 1、以严管是爱的初衷树立“四个意识”。纪检监察机关要履行党内监督专责机关职责，以党内政治生活准则和党内监督条例为尺子，加强对贯彻落实六中全会精神情况的监督检查，严明政治纪律和政治规矩，坚决维护党的团结统一。同时要教育引导党员干部牢固树立“四个意识”，督促各级党组织把全面从严治党要求贯穿到党的建设各方面全过程。</p>
<p> 2、以抓铁有痕的力道纠正“四风”问题。纪检监察机关要把纠正“四风”往深里抓、实里做，紧盯老问题，关注新动向，坚决防止反弹回潮。</p>
<p> 3、以旌旗在望的心态运用“四种形态”。纪检监察机关要坚持挺纪在前、抓早抓小，发现问题及时提醒，使红脸出汗成为常态。全面加强纪律建设，有效运用监督执纪“四种形态”，在加强日常管理监督上下功夫。</p>
<p> 4、以革故鼎新的气魄深化“三个转变”。转职能、转方式、转作风，是党的十八大以来中央纪委根据党章规定、党风廉政建设和反腐败斗争形势任务，与时俱进提出的工作要求。纪检监察机关要抠住党章规定的职责，聚焦聚焦再聚焦，不断深化“三转”，强化监督执纪问责，进一步推动工作理念、工作方法和工作作风转变。</p>
