<p> 7月18日，河北省纪委通报9起扶贫领域典型案件。(7月19中国纪检监察报)</p>
<p> 不得不说，扶贫领域中存在的腐败问题，已是早有耳闻;“小官大腐”这样的村官腐败现象也并非鲜闻。然而，将“扶贫领域腐败案件”与“村官是主要违纪群体”捆绑到一起，却还是有些让人震惊不已。然而，“一些村干部骗取危房改造补助资金、挪用财政专项扶贫资金、办理低保优亲厚友……”这样的现实，却是这么残酷地呈现在公众面前。而对于那些挣扎在贫困线以下的人民群众，更是如针一般刺痛着他们敏感的神经末梢。</p>
<p> 中央的惠农扶贫资金，从国库拨出最后一分不少地“平安抵达”贫困人员手中，才是真的惠农扶贫。然而，要真正将扶贫政策、资金一分不少地落实到贫困人员手中，却并非易事，尤其是落实到“最后一公里”问题上。正如此次中纪委披露的325起扶贫领域案例，村官是主要违纪群体。这不仅损害贫困群众切身利益，更是挥霍着基层群众对党的信任。</p>
<p> 有人认为，“村社干部腐败，主要原因是缺少监督和制度约束。”也有人表示，“这类事件的发生，一定与民主自治制度不健全有关。”更有人认为，这是因为传统集体经济制度存在弊端，村干部权力的“含金量”太大。诚然，这些原因在一定程度上，也是确实是助推村官成为扶贫领域腐败案例“主角”的幕后推手。但是，要有效防止扶贫领域的腐败问题，则需要监督与制度同行，查处与严惩发力。</p>
<p> 要完善扶贫资金管理机制，构建责任清晰、各负其责、合力攻坚的责任体系，对于事涉扶贫的党员领导干部，不管是谁，官位、权力大小，都必须严肃处理，坚持做到“凡是敢向扶贫资金伸手就决不客气”;另一方面，各级党组织和纪检监察机关更要扛起责任，比照中央纪委的做法，自主筛选督办群众身边的不正之风和腐败问题线索，形成中央、地方联动的良好局面，确保“谁也不能动贫困人口的‘奶酪’”。</p>
<p> 清除脱贫攻坚战中的强占掠夺、虚报冒领、截留私分、贪污挪用、挥霍浪费等“拦路虎”，就必须坚持严字当头，执纪必严、除恶务尽，失责必问、问责必严，将浓厚“伸手必被捉”的氛围，充分发挥扶贫领域“不敢腐”的震慑效应。（文/刘春霞）</p>
